How could a promise never exist?
Retroactive historical modification. Causality is overrated anyways.
Much of the mess he walked into, inherited, didn’t unfold publicly, until after he was in office. Hard to keep promises when you’re blindsighted by locked closets full of disasters you didn’t know about.
Let alone man-sized-safes like Cheney used to keep.
The man got points on the board. Against a, er, bit of resistance.
And if he’d said: We’ve completed 30% of what we promised and we’re currently working on 60% of it he’d have been fine.
