He doesn’t specify the type of jobs he’s looking for but in general I’d say they’re very ineffective because they’re working in bulk so an individual doesn’t matter that much to them.
The other big factor for many lines of work now is that referrals matter above everything else. I don’t like networking, but there’s no doubt that making lots of connections with people and having them refer you for a job is vastly more effective than blindly sending resumes yourself or having a job search company send your resume along with 5 others in the hope it will match a position.
As competitive as the job market is these days, you need an in with the HR department who is doing the hiring.
